John Hough, Chair
John has been chair for two years. He is an avid hiker, cross county skier and kayaker. A retired environmental attorney, John served in the Attorney General’s Office under Christine Gregoire and then as a partner with the Lane Powell law firm. For the past two years John has taught business law and economics at the Pudong Business School of the Shanghai Maritime University, China.
Ralph Munro, Vice Chair
Ralph Munro was elected Secretary of State in 1980 and reelected until his retirement in 2000. Throughout his life, he has been closely involved in environmenal conservation and restoration projects as well as educational programs, Munro’s numerous awards include: the World Citizen Award from the Seattle World Affairs Council; the Warren G. Magnuson Award for outstanding public service; and the Executive Leadership Award from the Washington State League of Women Voters. He served as President of the National Association of Secretaries of State, was Co-Chair of the International Task Force of the Council of State Governments, and is a Trustee and Member of the Federal Election Commission Clearinghouse Advisory Panel and the Commission on Voter Participation. and, in his official capacity. After graduating from Western Washington University, Munro joined The Boeing Company and then worked at the State House of Representatives in Olympia.
Andrea Archer, Treasurer
After graduating from Seattle University, Andrea Archer spent 20 years in the private sector prior to joining state government five years ago. Currently she works for the State of WA as a Director for the Employment Security Department, covering the Seattle-King County area Workforce Development Area. Andrea was born in raised in the Pacific Northwest area, now resides with her husband, Jon, and their 4 year old son, Nicholas in Gig Harbor. Andrea’s personal interests are in getting more families “back outdoors”. Learning more about the wilderness, camping, hiking, exploring and enjoying all that pacific northwest has to offer.
Jim Adams
Jim Adams is the Executive Director North West Interpretive Association (NWIA) and a leader and social entrepreneur who combines his love for public lands with more than 30 years of retail experience. Drawing on an extensive background that ranges from managing record stores in Detroit, to opening one of Boston's first bookstore cafes, Jim's first social enterprise was with the Museum of Fine Arts in Boston, where he managed their $50M retail division. Jim joined NWIA as our Operations Director, managing more than 100 sales outlets in 5 states, and became NWIA's Executive Director in 2002. Under his leadership, Jim has dramatically increased operational effectiveness, led the creation of our profitable online store and has inspired the organization to look beyond traditional retail to other revenue sources to support visitor programs. Jim has been with NWIA since 1999.
Elizabeth Butler
Elizabeth is currently employed at The Trust for Public Land where she manages land acquisition projects in Western Washington with a focus on creating new parks and open spaces on the Puget Sound shorelines. Before shifting to environmental conservation, Elizabeth cultivated a career in community development, building affordable housing and economic development projects in under-served communities. With more than 15 years experience working in the private non-profit and public sectors, she offers expertise in real estate finance, community development lending, grant making, planning, and project management. When she is not saving land for people, Elizabeth may be out in her garden trying to make room for more NW native plants -- or walking in one of our many wonderful parks. She lives in West Seattle with her partner Chris Kim
Sam Garst
Sam Garst has owned and operated a variety of businesses over his 30-year career. Currently, he is a financial advisor for Merrill Lynch. Prior to moving to Olympia, Sam and his wife Christine spent nine months traveling and visiting 225 sites in the National Park system and nearly as many State Parks throughout the country. Sam is an active environmentalist with an emphasis on energy conservation and green construction. He recently completed construction of the most environmentally friendly green home in the South Sound.
Randy Harrison
Randy Harrison moved to Washington from Florida nearly two decades ago after falling in love with its wealth of natural beauty. A former Army officer and journalist, Harrison recently retired from The Boeing Company. Harrison also serves on the Issaquah Development Commission, as a docent at the Issaquah Salmon Hatchery and on the board of directors of the non-profit Nature Mapping organization. An avid outdoorsman, Harrison frequently visits state parks for camping, hiking and photography.
Ken Konigsmark
Issaquah, WA: Ken is employed by Boeing, who "loaned" his services to the Mountains to Sound Greenway project for ten years from 1993-August 2003. He has been active in trail and open space issues for twenty years with Issaquah Alps Trails Club, Washington Trails Association, Spring Family Trail Fund, and as the hiker representative on the State NOVA Advisory Committee. Ken is an avid hiker, snowshoer, and backpacker who greatly values the incredible Washington State Parks system.
Sandra Worthington
A Washington native, Sandra lives with her husband Gary near Olympia. She taught English in the Olympia School District until retiring in 2001. She grew up on Camano Island, Washington, at Cama Beach Resort, which was owned and operated by her parents from 1934 to the late 80s. She and her sister Karen Hamalainen have made sizable donations of much of that prime piece of historic, waterfront property to the Washington State Parks and Recreation Commission, as well as pledges of large cash donations to aid in development of the site as a new park. Sandra, Gary, and Karen all serve on the Cama Beach State Park advisory committee, helping coordinate the opening of the new park scheduled for May 2008. They frequently visit the state legislature to advocate park funding. Sandra strongly encourages other citizens to act in whatever way they can to support and enhance our state's park system.

Joe Taller, Ex Officio Member
Joe Taller, Ex Officio member, serves as Chairman of the Washington State Parks and Recreation Commission. He was appointed to the Commission in 2000, and his term expires December 31, 2005. Joe was with Boeing from 1957 - 1997, serving at various times in the engineering, industrial relations and community affairs areas, as well as directing the company's corporate giving program and K-12 education program. He also served as Washington State Representative for three terms, and served as Director of the Washington State Office of Financial Management from 1981 - 1985.

Executive Director, Tom Lattimore
Tom Lattimore brings over twenty-eight years experience in government, non-profit management and fundraising to the Washington State Parks Foundation. Most recently, Tom was the CEO of Impact Capital where he raised significant funds to leverage $1 billion to support financing of 10,000 affordable homes and apartments and 1 million square feet of community facilities throughout Washington State. Prior to that, Tom was the Executive Director of SEED, a nationally recognized Community Development Corporation and the Director of Planning and Development for a county in the Finger Lakes Region of Upstate New York. Tom enjoys fishing, boating, hiking, camping and mountain climbing. Tom currently resides in Seattle with his wife Dorothy.
